Summary About the Position: This Management Analyst position is located at Dugway Proving Ground, Utah, Office of the Commander Resource Management Division Manpower and Contracting Branch. Current permanent Federal employees (to include permanent Army employees) applying for a temporary appointment will be appointed/converted into a Temporary appointment with no statutory return rights back to a permanent position. Responsibilities In this position you will serve as a Management Analyst located at Dugway Proving Ground, Dugway, Utah. In this position the selectee will provide statistical information and analyses to assist the command to make calculated facility utilization and manning decisions. Plans and conducts manpower studies and surveys. Reviews outputs of staffing models and workload forecasts. Determines the impact on manpower requirements of such actions as activation, inactivation, phase outs, movements, and reorganizations. Preforms Table of Distributions and Allowances (TDA) Maintenance. GS-11 Specialized Experience SPECIALIZED EXPERIENCE: One year of specialized experience includes: 1) Develops procedures with assistance; (2) Analyzes information with senior level review, AND (3) Provides solutions to issues with assistance if necessary. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-09). GS-12 Specialized Experience SPECIALIZED EXPERIENCE: One year of specialized experience includes: (1) Develops methodologies for predicting future manpower requirements; (2) Analyzes information gathered to detect deficiencies such as: overlapping functions, duplication of effort, inefficient management, and ineffective personnel use, AND (3) Provides solutions to manpower issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Decision Making Manages and Organizes Information Planning and Evaluating GS-11 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-09). GS-12 Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience aloneNo substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
