Payroll Specialist / Compliance Manager

Pay: $27.00–$32.00 per hour (depending on experience)

Job Type: Full-time

Schedule: Monday–Friday | 7:30 AM – 4:00 PM

Work Location: In person – Temecula, CA 92590

Job Summary

We are seeking an experienced Payroll Specialist with a emphasis on certified payroll and labor compliance. This position supports payroll, labor compliance, estimating, and general office operations. Public works experience is a plus.

Required Qualifications

High School diploma or equivalent

2+ years payroll processing experience; familiarity with Paychex, ADP or Sage preferred

Minimum 2 years of experience in labor compliance, certified payroll, and construction administration for public works

Proven ability to audit subcontractor certified payroll reports for accuracy and compliance

Proven knowledge of California Prevailing Wage and Davis-Bacon requirements

Experience with LCP Tracker and DIR reporting

Proficiency in Excel, Word, Outlook, and QuickBooks Pro

Strong attention to detail and organizational skills

Strong verbal and written communication skills

Ability to multitask, prioritize, and work independently

2+ recent years in the general construction industry

Reliable transportation and clean driving record

Be able to pass a background check & drug screening

Duties and Responsibilities

General Office

Data entry, filing, and phone support

Set up and maintain new contract and job files Certified Payroll & Labor Compliance

Process and submit weekly certified payroll reports

Maintain compliance reporting with required agencies

Prepare and track DAS 140 and DAS 142 forms

Track apprentice training fund contributions

Track subcontractor certified payrolls and required compliance documentation Payroll & Human Resources

Weekly payroll processing

Set up new hires

Handle changes, wage withholdings, and garnishments Estimating Support

Assist estimators with bid preparation

Download and organize plans, specifications, and addenda

Prepare bid books and maintain bid boards

Prepare subcontract agreements and monitor certificates of insurance

Track bid bonds

Preferred Qualifications

Notary Public required within 6 months of hire; certification cost covered by employer after probationary period

Financial auditing experience
