The Portfolio Controls Office Delivery Team lead will manage the Portfolio Controls Office team (PCO) and oversee the development, implementation and ongoing improvement of portfolio project controls functions across all major/mega capital projects in the global Portfolio. The PCO Delivery Team Lead role is a project steering team level role responsible for driving consistency through rigorous administration of global control standards and processes.  The ideal candidate should have experience as an owner's representative, be action-oriented, and able to think strategically as well as participate in direct execution. This position requires a leader who can develop and manage a senior project controls team. This is a high-impact leadership role requiring oversight of a team of senior Project Controls Subject Matter Experts (SMEs), who are responsible for managing and developing and maintaining standard project controls processes across a global portfolio of mega projects and programs. Minimum 80% on-site presence is required at client site in Indianapolis.The PCO Delivery Team Lead will support the client PCO Lead and have responsibility for overseeing the development and implementation of Standard Operating Procedures and Work Instructions that will drive consistent delivery across the portfolio of global projects and programs. The PCO Delivery Team Lead will assure compliance with Minimum Requirements set out in the Standard Procedures and Work Instructions, ensuring individual programs and projects are delivered consistently and in accordance with client requirements. This will include reviewing the development of project control plans by Project Controls Directors (PCDs), who are responsible for leading the project controls functions for each individual project or program that make up the overall capital portfolio.  PCD responsibilities include putting in place effective cost, risk, change, invoice, and performance management plans, which the PCO Delivery Team Lead will check to ensure consistency and compliance with client (PCO) standard processes and requirements. Such plans and procedures should be fit for the scale of multi-billion-dollar capital projects across the full project controls lifecycle.The PCO Team Lead will be responsible for managing a team of functional SMEs responsible for developing processes and providing guidance to projects and programs as it relates to their areas of expertise (e.g., cost, schedule, risk etc.). The PCO Team Lead will set direction for the functional SME Leads, ensure integration with client PCO personnel (including the PCO Lead), oversee reporting and data gathering processes at project and program level to give visibility of performance and risks across the portfolio, oversee development and implementation of on boarding and skills training for resources across the portfolio, identify and escalate risks from projects to senior portfolio management, collate lessons learned from individual projects and best practice from across the portfolio and from other similar external programs, and lead on innovation initiatives to drive continuous delivery improvement.The PCO Team Lead will be a champion of the adoption and use of the GFD Project Management Information System (Oracle Unifier Accelerator (UA)). The PCO Team Lead will ensure that UA is properly embedded across the projects within the Portfolio, incorporated into Standard Operating Procedures and Work Instructions and conduct assurance to ensure it is being used to manage all estimates, commitments, expenditures, changes, risks, forecasts and reporting.The PCO Team Lead will closely coordinate with the PCO to drive consistent application of project controls standards and procedures and to inform a continuous improvement process.Key Responsibilities:Support the client PCO lead in meeting the PCO objective of driving consistency in project controls through standardization.Oversee the development and maintenance of Standard Operating Procedures and Work Instructions that will drive consistent delivery across the portfolio of global projects and programs. Lead a team of senior Project Controls Subject Matter Experts (SMEs), responsible for developing project controls processes across a global portfolio of mega projects and programs, setting direction for the team and overseeing their performance to make sure it meets client requirements. SME responsibilities include all project controls lifecycle functions across the Portfolio,  governance and assurance, capital value/stage gating, estimating, value engineering, budget and cost control, vendor performance management, change and risk contingency management, schedule and earned value management, and scope management.Oversee governance and assurance processes, conducting regular reviews of individual projects and programs to ensure they are being delivered in compliance with the minimum standards of the client, as set out in Work Instructions.Represent project controls on senior governance boards responsible for overseeing delivery at Portfolio level and attend program/project steering teams as required.Oversee and support PCDs in planning and implementing project controls structure, resources, and timing for each project phase in alignment with the PCO.Implement standardized data gathering and reporting across the Portfolio, and ensure all projects and programs adopt these processes to enable consistent reporting of performance across all project phases.Ensure quality and timeliness of all project reports (e.g., Central Program Management Office, Executive Steering Committee, Monthly Reports, Contractor Reports).Oversee and support PCDs in the development and maintenance of comprehensive project controls plans (cost, schedule, change, risk, earned value, invoice validation, communications, document management).Collaborate with Capital Procurement on contract and commercial strategy, and in the development of standard contract terms for project controls processes.Work with PCDs to ensure project controls requirements are embedded in all contracts.Develop and implement standard on boarding and skills training for resources across the Portfolio ensuring that all project controls personnel complete the required training.Assure resource planning across the Portfolio team to ensure effectiveness and act as escalation point to resolve issuesLead and mentor the Functional SMEs, PCDs and individual project controls team, fostering a collaborative “One Team Lilly” culture.Implement a lessons learned process and oversee collation of best practice from across the portfolio and from other similar programs.Lead on innovation initiatives to drive continuous delivery improvement in the development of best practice, process improvements and embedding best practice.Act as a point of contact and escalation for resolving issues, coordinating with projects and programs as necessary. Perform additional duties as assigned by the PCO or project leadership.
