Classification: Supervisory, Part-Time, Non-Exempt (Hourly)

This is a part-time, year-round, hourly position with seasonally adjusted hours. Employees typically work an average of 32 – 40 hours per week during the busy summer season (May–September) and approximately 24-32 hours per week during the fall, winter, and spring, depending on business needs.
Position Summary
The Lake Patrol Manager provides hands-on leadership for LOC’s lake safety operations. This position is responsible for promoting safety on Oswego Lake and adjacent LOC properties through enforcement of state marine laws and LOC rules, supervision of patrol staff, training coordination, and emergency response. The Manager also serves as a key liaison with shareholders, community members, and public safety agencies, ensuring positive relationships and consistent enforcement practices.
Essential Duties & Responsibilities
Leadership & Supervision
Recruit, hire, train, schedule, and supervise Deputy Patrol staff in compliance with LOC policies and applicable laws.
Direct daily patrol activities, review patrol logs, and prepare monthly operational and safety reports for the General Manager and Safety Committee.
Provide ongoing coaching, performance feedback, and ensure patrol staff maintain required certifications.
Participate in hands-on patrol operations as needed during peak periods.
Safety, Compliance & Enforcement
Enforce LOC rules, regulations, and applicable City, County, and State marine laws.
Respond to emergency calls, coordinate with public safety agencies, and support incident management efforts.
Conduct or oversee boat operator testing, Coast Guard inland water inspections, and driver certification recordkeeping.
Monitor lake and shoreline conditions for hazards, recommend corrective actions, and implement safety measures.
Community & Stakeholder Engagement
Serve as the primary contact for law enforcement, fire, and public safety partners.
Respond to shareholders and community inquiries with discretion and professionalism.
Support community events such as the Fourth of July Parade and Hot August Night concert.
Administration & Reporting
Compile patrol activity summaries, enforcement reports, and incident documentation in a timely manner.
Maintain accurate records, patrol logs, and safety metrics.
Attend Safety Committee meetings; may attend Board of Directors meetings as needed.
Prepare and, when required, provide testimony in legal or administrative proceedings.
Other Duties
Support employee safety program by conducting training, participating in safety committee meetings
Support other departments as needed in activities such as development, marina, operations, etc.
Minimum Qualifications
Required
Ability to obtain and maintain Oregon DPSST certification as a Private Security Professional (Executive Manager level).
Minimum of five (5) years of experience in law enforcement, fire/life safety, public safety administration, or related field.
Demonstrated leadership, organizational, and communication skills.
Ability to work independently, manage multiple priorities, and lead part-time or seasonal staff.
Strong swimming ability and watercraft handling skills.
Current First Aid and CPR/AED, OSHA 30 certification.
Strong computer skills including MS Office, scheduling software, security camera software, etc.
Must be legally authorized to work in the United States.

Physical Demands & Work Environment

Requires visual and auditory acuity to monitor lake activity.

Compensation & Classification
This position is hourly and non-exempt under the Fair Labor Standards Act (FLSA) and Oregon wage laws. Overtime is paid for hours worked beyond 40 in a workweek. The role carries supervisory responsibilities and reports directly to the General Manager.
